Land Conversion Application 2026: Changing Land Character
If you have bought agricultural land (Sali/Danga) and plan to build a house (Bastu) or set up a factory, you legally cannot do so without Conversion. Using land for a purpose other than what is recorded in the ROR is illegal and can attract penalties.
The good news is that the "Conversion Application" can now be submitted online. Here is how I navigate the process efficiently.
How to Apply for Conversion Online
1. Start Application
Log in to BanglarBhumi. Under "Citizen Services" > "Online Application", choose "Conversion Application".
2. Applicant Details
Enter the Plot details and your Khatian number. Specify the "Conversion Purpose" (e.g., Water Body to Bastu, Sali to Commercial).
3. Upload Enclosures
This is the most critical step. You need a Current Rent Receipt, Mutation Certificate, and a Sketch Map of the area.
4. Pay Fees
The system will calculate the "Processing Fee" based on the location and new land use. Pay this online via GRIPS.
Required Enclosures (Documents)
The system calls them "Enclosures". Keep these PDF scans ready (under 2MB):
- Current Rent Receipt: Proof that you have paid your Khajna up to date.
- Mutation Certificate: or clear copy of ROR showing your name.
- Sketch Map: A hand-drawn or professional map showing the plot, its measurements, and the approach road. This is very important.
- NOC: From Pollution Control Board (only for Industrial/Commercial).
About Processing Fees
The fee isn't fixed; it depends on where your land is and what you are converting it to. Generally:
- Agricultural to Homestead (Bastu): Lower Fee.
- Agricultural to Commercial: Higher Fee.
- Urban Areas (CMDA/Corporations): Higher rates than Gram Panchayat areas.
Note: Conversion of Water Bodies (Pukur/Doba) is extremely strictly regulated to protect the environment. You might need special permissions beyond just this online application.
